Minutes of the Meeting held on Thursday 18th March 2010 at 7.00pm, in Bell View Belford.

Matters Arising:
Min 534 (Min 533)- Belford Development Trust- Members agreed to invite Mrs. Simpson & Heather Westscott from the Belford Development Trust to the April meeting to discuss the current situation of the Development Trust. It was also agreed to ask Steve Newman to either attend the April meeting to discuss the Belford Website funding or to give the Belford Parish Council a written report on the current situation.

Any Other Business
Min 539- Belford Magazine- Parish Councillor G O’Connell asked the meeting if the Parish Council would be willing to pay £400 for an edition of the monthly Belford magazine that Mr. Brooks is currently producing. Members debated this matter and agreed to fund one issue on the receipt of an Invoice from Mr. Brooks to Belford Parish Council. Members also agreed that the website is very important as anybody can access it anywhere in the world whereas the magazine is only for Belford residents.
Min 540- Library Consultative Committee- The Clerk informed the meeting that Northumberland County Council were asking Belford Parish Council for a representative on the Library Consultative Committee, the Committee meets twice a year March & September. The meeting agreed the Vice- Chairman should represent the Parish Council, and the Chairman agreed to attend the meetings if the Vice-Chairman was not available.
Min 541- Information Exchange.
County Councillor Mrs. P Scott- Informed the meeting that she had spoken to Peter Rutherford at the Planning Department of Northumberland County Council Re the issue of planning permission for the Market Cross, and was advised that Listed Building Consent not Planning Permission is required. Peter Rutherford requested that Parish Councillor G O’Connell contact him to discuss this matter.
Parish Councillor G O’Connell- Informed the meeting that the Belford Market Town Partnership had received £10k from Berwick Borough Council before its demise, and £5k of this funding is in the Bell View Account for the Market Cross. He asked County Councillor Mrs. P Scott about the other £1k which is required to complete the project this was applied for by the Belford Development Trust and has been granted by the North Area Committee from The Community Chest Fund. Mrs. P Scott replied that the grant to date has not been paid out to the Belford Development Trust therefore it can be paid to Bell View because this is where the other funding for the Market Cross is held. Parish Councillor G O’Connell advised the meeting that the Skatepark Insurance is due for renewal and that the Parish Council were able to pay the Insurance Premium last year because Berwick Borough Council through the Crime Disorder Reduction Partnership was able to source the funding. The cost of the renewal of the Insurance Premium for 2010/11 is £1039.50. The Parish Council agreed to pay the Insurance for this year only and stated that the funding for the Insurance Premium must be found elsewhere next year. The Clerk was asked to contact Northumberland County Council to see if they would fund Insurance Premiums for Skateparks i.e. a block Insurance for Skateparks in Northumberland. It was also agreed that there must be a notice on both the Website and in the Magazine stating that “ if you do not use the Skatepark you will lose it”. It was agreed that in 2011 there may be no other option but to close the Skatepark.
